The Conference Committee considering CS FOR HOUSE BILL NO.                     
313(FIN) am and SENATE CS FOR CS FOR HOUSE BILL NO.                            
313(FIN) An Act making appropriations for the operating and                    
capital expenses of the states integrated comprehensive mental health          
program; and providing for an effective date respectfully requests             
limited powers of free conference on the following specific points:
